Introduction

The agricultural sector plays a vital role in the economy of many countries, including Indonesia. Rice is one of the most important crops in Indonesia, and its production is a key factor in ensuring food security. However, the productivity of rice in Indonesia has been declining in recent years, which has raised concerns about the sustainability of rice production. In this context, the study aims to analyze the efficiency factors of paddy farming production in Langkat Regency, North Sumatra Province.

Background

The slowing of rice productivity in Indonesia shows that the marginal productivity of paddy fields has approached the maximum point or known as "leveling off". This situation requires efforts to increase efficiency, intensify, or improve the technology used in agricultural processes. Therefore, this study aims to analyze opportunities for increasing rice production in Langkat Regency through the efficiency of the factors of production in farming.

Research Purposes

The main objectives of this study are as follows:

Analyzing the effect of factors of production on the level of rice production: This objective aims to identify the factors that affect rice production in Langkat Regency.
Analyzing the effect of factors of production on production costs: This objective aims to identify the factors that affect production costs in Langkat Regency.
Analyzing technical efficiency, cost efficiency, and economic efficiency in lowland rice farming in Langkat Regency: This objective aims to evaluate the technical, cost, and economic efficiency of lowland rice farming in Langkat Regency.

Research Methods

The research method used is proportional stratified random sampling, which is a sampling technique to represent various strata of the average production in Langkat Regency. In this study, the sample was taken based on sub-district criteria which had an average high, medium, and low production. The three sub-districts selected for this study were Serapit District, Sei Bingai District, and completed sub-districts. The sampling technique applied is Slovin technique, with a total of 80 lowland rice farmers who are used as respondents.

The data collected is then analyzed using multiple linear regression analysis methods and Stochastic Frontier, with the help of software such as SPSS 24, Eviews 8, and Frontier 4.1.

Analysis Results

The results of the analysis showed several important findings:

Variables consisting of fertilizers, liquid pesticides, labor in the family, and external labor have a positive and significant influence on rice production: This shows that the increase in the use of inputs has the potential to increase yields.
Conversely, land area variables and seed use show negative and insignificant effects on production: This indicates that under certain conditions, an increase in land area is not always directly proportional to the increase in yield.
For production costs, seed price variables and fertilizer prices have a positive and significant effect, while labor wage variables and pesticide prices have a negative and insignificant effect: This suggests that the increase in seed prices and fertilizer prices has a positive effect on production costs, while the increase in labor wages and pesticide prices has a negative effect.

Conclusion and Implications

From this study, it can be concluded that the farm of lowland rice in Langkat Regency has a fairly good technical efficiency, but it still needs to be improved in aspects of cost efficiency and economic efficiency. Therefore, to achieve an increase in sustainable productivity, farmers need to focus on the use of inputs that are more efficient and minimize production costs. In addition, it is important for related parties to conduct training and counseling about better agricultural techniques and the use of modern technology to improve efficiency in rice farming in the area.

Based on the findings of this study, the following recommendations are made:

Farmers should focus on using inputs that are more efficient: This includes using fertilizers, liquid pesticides, labor in the family, and external labor in a more efficient manner.
Farmers should minimize production costs: This includes reducing the use of seed prices and fertilizer prices, and increasing the use of labor wages and pesticide prices.
Related parties should conduct training and counseling about better agricultural techniques and the use of modern technology: This includes providing training and counseling to farmers about better agricultural techniques and the use of modern technology to improve efficiency in rice farming.

Limitations of the Study
