Introduction

The city of Medan is facing a significant challenge in managing its complex parking system. To address this issue, the Medan City Government launched an e-parking program on October 18, 2021, as an innovative step to transition from a manual parking system to an electronic parking system. Despite the implementation of e-parking, there are still inequalities in its application, which can be seen from the low understanding of the community regarding e-parking, the confusion of parking officers in using tools, and the practice of gathering parking fees in cash.
